To get a magmar on firered you must Trade it from leafgreen. It can be caught on leafgreen version at Mt. Ember.

Magmar is avaliable in Pokemon Leaf green only. In fire Red you can get Electabuzz instead. They are caught at the Power Plant.

At One Island in Pokemon leafgreen , after a ton of walking through grass you will eventually come across magmar.magmars level varies from in between 30 and 40, and is weak to water.a tactic would be to weaken him with a weaker Pokemon and then maybe paralyze or make him fall asleep; with the powder attacks. Then weaken him a bit more and start throwing out ultra or great balls. Magmar is very rare, so try not to kill him. Also, there are lots of other Pokemon that can easily kill water Pokemon here, so maybe use a stronger one and then switch to the water type once you find him. I hope this helped : )
