ANSWERS

 
To catch the three legendary dogs you have to walk around a lot and eventually you will find them.once you have seen one of them you can got to your pokedex and see where it is at. But once you get to where they are at they have already moved even if you fly. If you wait until it is in the mountains it will be easier to get because thye tend to rest in the mountains.

Once the dogs are released they can appear anywhere in jhoto at any time
Lickatongue is in a grassey area that you need surf to get to located in the town where the lake of rage is
