Well im in Goldenrod City and I beat the gym leader but I know Team Rocket is at the tower. I can't figure out what I'm supposed to do next!!

If you haven't gotten farther than Goldenrod, hold off on Team Rocket until you've battled the Red Gyarados, helped Lance oust Team Rocket from Mahogany, and beaten Pryce.
After defeating Pryce, Elm will call to express difficulty with the radio programs. Now you go to the Radio Tower. Locate the imposter Radio Director, make your way through the Goldenrod Department Store basement (from the Underground), get the Basement Key from the Director, and nail the Executive at the highest Studio.
That's later. After beating Pryce, then you can fight them in Goldenrod.
Well, if Team Rocket has invaded the tower, then obviously you must defeat them. Reach the top of the tower, then defeat the fake director and get the key. Then head into the underground path through one of the two buildings in Goldenrod after exiting the tower and look for a small corridor. Go through it and use your key, then head through. That wretched Rival of yours will battle you now after you've tolled off past the doorway; defeat him, then defeat the three Rockets in the area and activate the switches in this order: 3, 2, 1. From here you should have the intelligence to figure out where to go.
well if team rocket has invaded goldenrod go to the tunnel and talk to the team rockey guy he will give a team rocket shirt. Then go in the radio tower and talk to the grunt ,battle it.Make it to the top battle and use potions to regain your pokemons helth.Then beat the fake director and get the key.Go to the tunnel open the unloked door with the key.battle the grunts and talk to the director and you can figure out the rest.

I did everything you said and it still wont let me face them at the radio tower
I defeated the headquarters in mahogany and the gum leader but did not get a phone call... Why is that?
