You are asking the question in the Pokemon Silver Q&A, which means your question is about Pokemon Silver.

Catch a Vulpix and train it to level 18.

Trade for one.

Breed a Vulpix/Ninetales and then train the baby Vulpix to level 18.

Vulpix can be found on Routes 7, 8, 36, and 37.

They are found on Route 7 at level 18, and Route 8 at level 18, and are more common along Route 7. You have to go to Kanto first, though, to access these routes. Otherwise, you'll have to seek out lower-leveled Vulpix on Routes 36 and 37.
