I have beatan all 8 gym leaders and the elite 4.I've caught Lugia but where do you get the hm for rock smash so I can get to the legendary dogs.

You can get Rock Smash just NorthWest of where you find Sudowoodo. A guy gives it to you.

You get it from a person that is clossest to the sudawoddo when you look he is to the right of suddawuddo

You know where the sudowoodo is.You go like your going to the bird Pokemon gym from the gohst Pokemon gym and talk to the people.One person will give you rock smash

To Sudowoodo who gives it to you and you can also buy it at Goldenrod City Department.
(After you get it from the chubby guy)
