Well, no Ice Beam in this version. You can get Blizzard in Game Corner, and Ice Punch in the department store in Goldenrod.

Maybe Piloswine learns it, I can't remember. But it sure does suck that you can only get it in Crystal, Ice Beam is the best Ice move. Anyway for more Ice moves:
Blizzard: One of the TM prizes in the Game Corner in Goldenrod City.
Ice Punch: You can buy it as TM in Goldenrod Department store, in the TM corner.
Icy Wind: Pryce gives this as a TM to you when you beat him (Mahogany Town Gym).

Sorry but I don't think that you cang et it in this game. You can get blizzard, ice punch and powder snow.
