I don't know about a cheat, but otherwise, no, you can't get the other 2 starters.

Here is my cheat to get ALL the starters. But, you have yo restart the game. Go to Elm's Lab and save the game in front of the desk where the poke'balls lay BEFORE you choose one. Next, choose a Poke'mon and go to Mr. Poke'mon's house and then Prof. Oak will give you a Poke'dex. Return to Elm's Lab. Before you leave, one of his Aids will give you 5 Poke'balls. Go out and catch 1 Poke'mon. Then, go to Cherrygrove's Poke'mon Center and put away the starter. Then, Change the box number so it will save. When it says SAVING. DON'T TURN OFF THE P...shut it off. Turn it back on and you will be at Elm's Lab. If you go Now choose a different staarter and do this all again. Repeat until you have all the starters, or all the starters you want.
Hope I Helped-

To get all of the starter Poke'mon start the game like you normaly would and save in front of the table with the Poke'mon before you pick one and that is it, don't save anywhere else. Go to Mr. Pko'mon's house and Professor Oak will give you the Poke'dex. Go back to Professor Elm's building and get the five Poke'balls that Professor Elm's assistant will give you and go to catch a Poke'mon(it doesn't matter which one you catch because you won't be keeping it) then go to Cherrygrove's Poke'mon Center and put your starter Poke'mon in the emptey box. Go to change the box so that the game will save but before it finishes saving turn it off. When you turn the game back on, you will be back at the table with the starter Poke'mon. Repeat this process untill you have all of the starter Poke'mon, or at least all of the ones that you want. When you go to the PC and open the box all of the starter Poke'mon will be in there. But even though you have all three of the starter Poke'mon, your Poke'dex will say that you do not have some of the starters at there first evolution, but you probably won't mind because of course, you have all the starters.

Hope this helps answer your question.
