Yes, you get rock smash from the man that was standing next to the "Tree" when you have cleared it. Go north from the town the dogs are in (forgot the name) until yoou get to the crossroads.

To get Rock Smash you first have to beet the SudoWudo blocking the way so that you can't move on past Goldenrod City. After you beet it go to the right of where the tree was and you will see a fot guy in a red shirt, talk to him and he will give you Rock Smash.

Sorry about My last submission. They fat guy that you get Rock Smash from is actually wearing a blue shirt, not a fed one.
