where do you find a lapras and does cyntoquil evolve by happiness or by level be cause Mine evolved at level 14 and they usually evolve around level 16.

I don't think you can get Lapras in silver. And Cyndaquil was supposed to evolve at that level.Different Pokemon evolve at different levels.

Lapras can be found in a pool of water in the caves that are around the unknown chamber. And no, CYNDAQUIL evolves at level 14

You can find Lapras in Union Cave. (The one that leads to Azalea town, the bug gym.) You will need surf (and perhaps strength). There is a pool of water a bit under the stairs leading from the slowpoke guy. Surf there and enter the stairs. After that just keep surfing south. If you want to catch it, I advise you to get net ball or heavy ball, but great ball works just fine. It's level 20 and it'd be easier to catch if you make it go to sleep.

REMEMBER, LAPRAS CAN ONLY BE FOUND ON FRIDAYS IN UNION CAVE!!!

And Yeh, Cyndaquil evolves at 14...

Lapras can be found in Union Cave on Fridays. And as for Cyndaquil is supposed to evolve at level 14, but you can delay his evolution by pressing B while he is evelving.
