What level does poliwhirl evolve and what level does weepinbell evolve

You need the stones to envolve them. Poliwhirl needs water stone and Weepinbell needs Leaf Stone. If I can remember correct, you can get the stones by Bill's Granfather in Cerulean City. Go up to nugget bridge and etc. Get into that house and he will request you to show him specific pokemon. He only tells you details and no name so you have to figure what is who. I suggest you to clone the stones when he gives it to you.
Cloning:
Go to any PC where ever.
Save.
Open up Bill's PC.
Deposit the Pokemon you want to clone. (If Items, give it to the pokemon)
Change box...
When it tells you don't turn the power off, Turn it off.
Turn it on.
If you are successful, you will have the Pokemon with you and when you open the PC there will be another.

It depends, if you want poliwhirl to evolve into politoed, give it King's Rock.
If you want it to evolve into Poliwrath, give it the Water Stone.
And Weepinbell evolves into Victeebell if you give it the Leaf Stone.
