You have to get past the ice cave, then just go to blackthorne city, beat everyone, then go to dragon den.

Go past Magohony Town to the right. Then Go past the Ice cave... The Frozen Ice is a pest... Then You are at Blackthorn City. The Gym is a Dragon Gym... Ice attacks is the best against Dragonair... I'd use eletricity for Kingdra.

Oh ok.. Just past the ice cave maze.. And when you are finished there just go ahead to the blackthorn city and beat the gym leader there and go to the dragon den and you will receive your last badge... Good luck!
