Go through the Diglett tunnel and go past the house and cut the tree. Enter the building down the path and talk to professor oaks aide I think he gives you flash if you have 5 different Pokemon or it mite b 10.

You need to find Professor Oaks aide and he will give you flash witch you can use in Rock Tunnel.
You have 10 different Pokemon to get it.

Once you have capture ten pokemon. You then have to go through digletts cave. And back into a big building just outside of digletts cave. Proffesoor oaks aide should be there with flash.
