After you beat Misty how do you acquire cut?

You have to go down to vermillion city.
Then go on to the big ship towards the bottom right of the town.
Jump aboard and locate the ccaptains quaters.
Just before you go in you battle your Rival.
Then go in give the captain a back rub
And he will give you cut

Go to Vermilion City and go on the S.S Anne, you'll run into your Rival, be warned. Anyway, go into the Captain's room and rub his back (ew.). He'll give you the HM for Cut.

Go to vermillion city and ride the boat and make your way through it..

When your in Vermillion city find the SS.ANNE use the first stairs you see you will see your Rival, you battle him go to the stairs rub the captins back and he will give you cut.
