Missingno is a glitch in the game. It can be encountered on the east coast of Cinnibar Island.

Missingno is supposed to hold the save file, I think.

You can find it at the east of Seafoam Islands or Cinnabar.

Missingno is a debugger code that is composed of the hex data necessary to Lugia's existence, and it was created wheile the makers at Nintendo were making the final test-outs for the game. Unfortunately, they forgot to remove it, and someone discovred it, and the word got out about it.

I am incredibly knowledgeable about Missingno... If you have any questions about it, ask another question regarding it and I should know the answer.
