You will have to use a cheating device like a gameshark or a action replay.

For this procedure to work, you must ensure that you have not battled the Youngster with a Slowpoke on the Route leading to Bill's cottage, nor the Gambler outside the Underground Path that connects Lavender Town and Celadon City. Hidden Machine #02, Fly, is also required.

1. Exit the aforementioned Underground Path and ensure that you remain out of the Gambler's view. I would recommend saving your game file at this point; the following step may require multiple attempts.

2. Take one step forward. If this is done correctly, you should now be able to see the Gambler's figure at the bottom of your screen. Immediately push the 'Start' button, which opens up the Pause Menu.

3. Select a Pokemon in your party that knows the move Fly. Use the technique and travel to Cerulean City.

4. You will notice that the Pause Menu is now disabled. Do not panic; this is a side effect of the procedure. Walk up the Nugget Bridge to the north and challenge the aforementioned Youngster.

5. After defeating him, the Pause Menu is re-enabled. Use Fly again, returning to Lavender Town.

6. Take the westward exit. Halfway through it, the Pause Menu is suddenly triggered. Disable it, and you'll be engaged in a battle with Mew.

Notes:

1. Mew is at Level 7. Therefore, you may want to carry a low-leveled Pokemon with you for this battle. 2. Capturing Mew is quite difficult, in my opinion. Inducing sleep onto it or weakening it is a good idea. If you have a spare Master Ball, use it.

3. Mew's stats are above those of the average Pokemon and equalized at roughly the same amount.

4. The common rumour that you can capture Mew in Cerulean Cave is false. Don't believe it, or else I will sic my Mewtwo on you, which is the real prize behind the cave.

A Game Shark would help, or use the long way that I cannot remember, it involves quite a bit of work though.
