There IS a way, first you have to make sure you didnt battle the gambler dude w/ the poliwags west of lavender town, and the youngster northwest of nugget bridge w/ the slowpoke. First go to the gambler guy, just go to the top door, right in front of it, don't go down cause he will see you, save the game just in case, and make sure you have the guy you want to battle the level 7 mew. So save, then go down, press start REALLY quick, I got it the first time through, I don't know if it might take a few times but then press fly and fly to curlean city, he should do the ! Thing but you will fly away, not go up the nugget bridge, DONT stand right in front of the guy w/ the slowpoke, make him walk to you, and make sure not to battle any1 else, and don't look in you're menu(press start) till after you battle him, after that I THINK, not sure, you can go in, fly to lavender town, at the Pokemon center, walk west back to the route where you found that gambler, before you even get to the route your menu will appear on you, press exit on it and boom level 7 Mew, and now you just have to catch it, really works, even for yellow

Yep, there is a way! WITHOUT the Gambler! All you have to do is get up to Cerulean City and beat Nugget Bridge. Then Above Nugget Bridge there is some long grass, catch an Abra. Then the guy to the left of Nugget Bridge make sure he's just off screen then press down then quickly push start. The menu should pop up before he sees you! Then use Abra to teleport. Then go kick the Youngsters butt with the Level 17 Slowpoke. Then teleport back to the Pokèmon Centre. After that walk up to Nugget Bridge and the Menu will pop up press B and there's Mew level 7. This works for the other trainers too! The hiker next to the long grass after you beat him a Nidoqueen pops up Level 7. And the last trainer after you beat her a Scyther pops up!
