You get it from Prof Oak's AIDE.
He is found after going through Diglett's Cave from Verimillion City and then heading south and he is in one of the buildings you encounter.

Yeah. That's right, and you also need to have caught at least 10 pokemon. Youll probably already have this accomplished at this point though

Prof oaks aide should have it,the requirement is to have caught atleast 10 pokemon.he is located at digletts cave pewter city side

One of prof oaks aides, but you need to have cautgh at least ten pokemon.
