Useless. Skip this entirely. Well, of course, if you are curious what this facility does, Defense Matrix allows turrets during the alien attacks right on your Avenger. This only happened to me once, out of curiosity too. What I did is to go directly to the direction where a UFO is flying until it bumped me. In short, you really are asking for it if you bumped into one of these UFOs.

This is definitely a remnant of the first game, much like the Workshop and the Laboratory. The first game allows you to build ships to fend off UFOS, however, in XCOM 2, this mini-game was entirely scrapped off of the game. Defense Matrix proves very useful if you happen to build this prior to having well-trained Psi Operatives or max-leveled soldiers. Otherwise, the alien mission should be easy to survive given that you can always evade it in the first place, and the only time you are going to be part of this is if you are either curious, or otherworldly careless.
