There are two each of 5 different Town tiles plus another 4 unique ones. When Founding a Town (having connected structures with a size totaling their Power Value to 7), choose and take one of the remaining Town tiles and with it mark a building in that Town. Each Town tile will gives you a Town Key (used to unlock the last level of any cult track), a certain amount of Victory Points, and a one-time bonus resource.
Power Value of Connected Structures
The Power value of each Structure is as depicted below:
1. The Stronghold and Sanctuary have a Power value of 3.
2. Trading houses and Temples have a Power value of 2.
3. Dwellings have a Power value of 1.
To save you another point for this (equates to an additional dwelling), you can alternatively pick the Favor Tile that lessens the required 7 Power Value to only 6 (Check the Favor Tiles page for a more in-depth guide about these Favor tiles).
Town Tiles
1. Earn 9 Victory points and put 1 Priest from your supply on your Faction board (there are two of this town tile).
2. Earn 8 Victory points and move 1 space forward on each of the 4 Cult tracks (there are two of this town tile).
3. Earn 7 Victory points and put 2 Workers from the general supply on your Faction board (there are two of this town tile).
4. Earn 6 Victory points and gain 8 Power Tokens (there are two of this town tile).
5. Earn 5 Victory points and put 6 Coins from the general supply on your Faction board (there are two of this town tile).
6. Earn 4 Victory Points and gain +1 Carpet Flight.
7. Earn 4 Victory Points and gain +1 Shipping upgrade.
8. Earn 2 Victory Points and move 2 spaces forward on each of the 4 Cult tracks plus an additional Town Key (you get two town keys with this tile).
9. Earn 11 Victory Points.
