Have one Sim go to visit another by opening the Simtracker and clicking on a whistle icon. When they're together, one will have the "green gem" over it's head and the other won't. Click on the one without the gem. A choice box will open and at the top of the screen the current relationship is shown. Click, be nice. Keep doing this until they are best friends.

Hi I Have Passed Best Friends And It All It Says In The Bar Is BFFS
You Just Have To Go Be Nice Or Funny And Then Do Complain Or Be Rude
It Takes About A Week To Complete This But It Is Worth It
You Can Do All New Stuff
Like Make Drinks For Them
Cook Food For Your Friend
At Christmas Buy Presents For Them
And In The Summer You Can Have Water Fights With Them
It's So Fun!

what you gotta do is get to level 7 and just keep being nice till you get the task love is in the air and then you will be able to go to partners and so on it works with even ur nabors from what i was told

i have done that a lot and it actually makes you into enemies so i think ur best bet is to keep being nice and do the tasks till you get to the task love is in the airjaymister242 answered:
So I got to best friends and I was confused why I couldn't go past it and I read a few things online about it all you have to do is get to the task Love Is In The Air and you can get passed best friends to partners and when your ready to get married make sure that the Sims are both living in different Houses before you propose to that sim and make sure you have Town Hall built as well so you can get married and then you have Children and so on But it is all worth the wait
