I have friend codes in my friend rooster but they still won't open the gates why

Please go to Copper and talk to him invite friends and go outside that building and make sure you have friends code name and town name with you. Go to your menu and add the people you want on your friends rooster. Than go back to Copper and go have fun.

I have done a all this and I still can't visit friends towns and when it says looking for a town to open up there is nothing there. I have the friends online. But can't go there when there gates are open!!! Please help
