You buy it at Tom Nooks shop.
It appears on a random day at the shop.

Oh, and the axe breaks if you chop down way to many trees.

You buy them at Tom Nook's shop (the axe is 400 bells and the slingshot is 500 bells.

You just buy them at Tom Nook's shop, and different tools appear randomly each day, but the last upgraded store, Nookington's, will have all the tools on sale, every day. The axe is 400 bells and the slingshot is 500 bells. P.S. If you cut down too many trees the axe will break and you will need to get a new one.
