You can trade rathian spikes to the forest elder in area 7 or if you have g class quests try killing loads of vespoids or hornetaur

You can also make it but you have to have the skill alcemy you combine monster fluid with a bitter bug when you have the alcemy skill.
The old merchant in town somtimes carrys monster fluid.
