Well I would guess you get them from a wyvern. Try carving from the front of the wyvern like around the head region.
If you mean the head (eg. Gypceros Head) then you will need to do a hard or G Ranked quest from the guild hall. It is usually a rare reward so you probably won't get straight away.
P.S. Where you carve DOES NOT affect the drop you get. There is a percentage of getting each carve that is taken into account every time you carve a monster. Anyone who gets it more often if you carve around the head this is purely coincidence.
The part of a wyvern you carved does not affect of what you get.you can get it from a g rank quest becase this were you get a rare items. And for e.g. Your looking for a rathalos wing. Just attack the the wing untill it die, and you'll have a higher chance of getting a rathalos wing no matter where you carved.
