 Fran=50
 Balthier=50
 Ashe=50
 Penelo=50
 Yeah every body else is 50 because I always leave vaan in and change when they lvl up and one more thing you know the ultima blade due to the fact that I killed the gnoma entite in the westersands there will be no more sand storms so I followed the guide map but I couldnt find it plzz help youve been a great help to me and yea the zodiac spear remember that question wher I told you that the zodiac spear does no appear yea I kept trying with the diamond armlet and I got one thanks I really woulnt thought of that

No that is definitely not okay. Those levels are far too low, the only survivor would be Vaan, and that would only be for a short time. Hate to say it, but if you really want to stay in the Subterra for long periods of time, get everyone (actually, just 3 people) to at least level 70, preferably 80 or so. I only used Vaan, Balthier, and Basch the whole game. For Ultima Blade, if all you need is the Gnoma halcyon, and you've killed the tyrant, go to the Giza Plains (when it's raining). Then go to the Westersand from there. Keep going back and forth, you'll eventually get a sandstorm. Also, it's a good idea to equip the Thief's Cuffs. Just steal, hope for the item. If you don't get it, move away one zone, then come back and try again. I'm glad I could help you with your Zodiac Spear (though honestly, it's not worth it, the thing doesn't have that much more strength than Tournesol, which if you don't have already, is still a pain to get but it doesn't rely on luck)

You need high arcana and sell them as for the rest I have no clue.
