I can't find the moogle with the sluice gate key to control the waterway in garamsythe hes supposed to be in lowtown but I can't find him where is he?

If youre talking about for the quest then no the moogle is one of the moogles that teleport you around the town. Maybe you understood wrong and it's meant to be the moogle near the lowtown enterance. If thats the case it's the one near the South Gate. Think hes called Sorbet or something. You definetly get the key from one of the teleport Moogles in town I do remember that much!
The moogle you are looking for is at the Westgate Moogling but you have to complete the hunt for the White Mousse to get it
