You get that in Mosphoran Highway from a Merchant.
I think it is the only place you can get it.
Go to the mosphoran highwaste and the place with the teleport crystal there is a merchent who can give it to you
I think thats the only place you can get it, as I am quite ahead in the game and thats the only place I got it so far
