Once you reach a certain clan level, you will be able to purchase them at the clan store at the Muthru Bazaar in Rabanastre. So yeah, if you complete alot of hunts you will be able to obtained it early but it's going to be really hard.
The other way is to sell an Adamantite and two Battlewyrm Carapaces. The Adamantite can be dropped from an Adamantian (Cerobi Steppe/Feddick River), stolen from a Thalassinon (Phon Coast/Vaddu Strand), from doing the fishing mini game, or completing the shelled obstruction hunt. Get your Battlewarm Caparces from the Archaeoaevis (Zertinan Caverns), or from the wryms in the deepest part of the Great Crystal (that area is pretty isolated, I would suggest the caverns). After that go to the bazaar and it will be there.
