#1.The windvane is at the quest called Earth Tyrant...You'll start it by talking to the tavern owner after the marilith quest...He'll say someone was looking for you and is now at the west gate(or so as I remember or was it the east gate?)...I'll tell you the rest if your interested.Or so will my friend gamespro will help you out and give you better answer...

#2.You'll need to finish the quest you'll need to save the bangga's life from death...you'll need to go several trips to finish it...but it's pretty easy if your patient enough...Just talk to dantro's wife at the southbank village at estersand...

#3.Well it all depends on what weapons at your license board are available...Just check the shops from time to time...Even those which are not inside a city...weapons vary on who is your main team...Vaan-sword, Balthier-guns & crossbows, Fran-bows, Bash-axes,swords(one-handed)& bows,
Ashe-staff,measures,sword & hand-bombs and Penelo-daggers,ninja-swords & katana.
This is just what I heard from my Beloved friend...But you may use any weapon you dim worthy and you think is best...

This quest will become available after obtaining the dawn shard from Raithwalls tomb. To get the windvane first talk to the bangaa at the west gate, once you have done this he will ask you to talk to a guy called Cotze at the fountain, he will tell you to talk to his friend Nolan in Lowtown you will find him near the warehouse where Kytes is, once you talk to him go back to the west gate and you will find the 3 of them. Talk to them and they will tell you they hid a part of the windvane near a cactus, the area where they hid it is in the windtrace dunes search the large cactus there once you have it return and give it to them and you will get the windvane. The windvane is use in the wyrms nest area in the east section of the Westersand use your map if you are not sure. There will be a boss called the Earth Tyrant here.

That is the entrance to the Barheim Passage this is also available to do after Raithwall's Tomb. Go to the Village in the Estersand and talk to the lady standing in front of a house the same person who you give the cactus flower from the Flowering Cactoid hunt. She is taking care of a sick person and you will need to get them for here, first you will need to get some semclam shells you will find them shining along the shore in the village and outside it once you have 3 of them bring them back, next you will be asked to get some nebralim you will find this in the outpost where Dantro the petitioner for the flowering cactoid hunt is talk to him then look at the crates in the area to find it, last you will need to get some valeblossom dew from the broken sands area in the north bank use the boat in village to get across and you will find it shining on the blossom tree in the broken sands area.

That is still pretty early in the game so you will still only have access to weak weapons at that point but the best ones you could have at that point would be the weapons that were available from Bhujerba when you got there it, for instance the best sword you could have at that point would be the Zwill Blade. The more powerful weapons won't be available until later in the game.
