Ya I'm at the next part in the game where you have to fight the two judges I'm lvl 11(vaan), 10(balthier), 12(fran), and 11(basch).... Oh and the lvl 16 vossler and I can't kill the two judges... I can't even kill one...

The best thing to do is to run around the ship and level up I got everyone to level 20 exept Vaan he was level 22 but do that then you should be able to beat them in all rpg games if you can't do it level up trust me I've completed every rpg that has been releases do this and you wont have trouble beating any

And I know it can get boaring but you have to do it to beat the game

Well you should be around lvl 15 at that point. There are some status effects that they can be affected with to make the battle a lot easier. When the battle starts cast blind on them straight away they can also be affected with slow they should be no problem Vossler will be a big help here so keep him alive. Use cure and potions to heal. If your having problems just train a little to go up more levels by chaining the imperials, the best way to do that is to walk into the security beams and you will also get a lot of potions by doing this and when you build up a big chain you will start to get some Hi-potions.

I always nicknamed Vossler the beserker. Because if I ever had problem killing off the enemies id cast beserk on him and watch him go on a killing spree!
Youre also quite low on your character levels. Dont rush the game, I made sure that my guys were about the same level as Vossler and had no problem at all!

I do not understand it at all... How in the world do you survive on such low levels. You should be around level 25 at that point, so you have some major leveling up to do. I know, Leveling up is boring right? Well, that is the only way that you will get farther into the game. Get Basch Leveled up, and then let him and Vossler do their thing. Have Fran cast magic, and Vaan be as a body guard for Fran. Make sure you level up everyone though, and yes, that includes Penelo.

Try getting mist abilities. Hey are on your licence board (don't know exact positions on board). Mist abilities usually do around a thousand and 100. (Don't worry managed to get past them when I was around your level)
