Getting past the sandstorm in the Westersand is a side quest to fight another boss called the Earth Tyrant. To get past it you have to get the windvane. Go to the west gate area in Rabanastre you should see a Bangaa standing next to the entrance to the Westersand he will say that he is doing research on the sandstorm in the Westersand and he will ask you to help first you have to go and talk to the guy sitting at the fountain in the square and he will tell you to find his friend down in Lowtown he will say that they hid one of the parts of the Windvane in the Westersand under one of the large cactuses. Go back to the Westersand after entering the main area from Rabanastre go up the path to the left to take you to another area once your in the next area move along the right side until you see the entrance to small area the first part of the Windvane is called the Windglobe and is hidden under one of the cactuses in this area. After you get it go back to the Bangaa in the west gate area and the two guys who you had to talk to will be there talk to them again and they will give you the other part of the windvane now you will be able to get past the sandstorm. You should save first.

In certain areas in FFXII you will find chocobo's walking around an example is in the Mosphoron Highwaste for the side quest to get the Esper Exodus. In order to use these chocobo's you have to give them gysahl greens.

Gyasha greens are what you give to wild chocobo so you can ride them.

To get past the sandstorm this is what you do. Go to the westgate, and go to the area right before you enter the westersand. You should see a green bangaa named rizmat(or something similar.) He will tell you that he is a researcher from archades, sent to investigate the sandstorms in the westersand. He will tell you to help him investigate this strange phenomenon.

Go back through the westgate, and go to the fountain and speak to a man named cotze. He is sitting on the fountain. After talking to him go talk to a man in the lowtown named norton( I think.)

After speaking to him go talk to rizmat again, then go into the westersand, and press X on every giant cactus plant you see. You should get something called a wind globe. Exit the Westersand, and you should see Norton, and Cotze talking to Rizmat. Norton will fix the globe, and give you the windvane.

Rizmat will go back to archades, and tell you to finish investigating. Before you go back out into the desert, make sure you save it, and your are above level 40. Then go into the wester sand, go up one area, and go right on the map to where the sandstorm is.

You will now be able to pass, and be able to fight the earth tyrant.

Hope this helps!

Theres an item known as the WindVane you can use it to get through the sandstorm I know you have to chat with some Bangaa at the Westersand Gate and the Gayshel greens have something to do with chocobos but I forgot what exactly.
