Define "legendary pokemon". There are several legendaries on pearl. The only one you HAVE to battle is Palkia, the star of the game. You can catch the lake mews in their respective lakes after you catch Palkia, and of the three of them, only Mesprit will flee when you see it, and then be found randomly in the wild. When you get the national Dex, you can also get Cresselia at Canalave(once you see it on Fullmoon Island, it will flee like Mesprit does or had), Heatran at Stark Mountain, Rotom in the Old Chateau, and following up the previous answer, on your way to the Valor lakefront after you get the national dex, you can find a path that leads to the Turnback Cave. You need Defog and Rock Smash to get through, but then Giratina is at the end of the cave at LV 70. That's all you can get. If you do nintendo events, you can get Darkrai or Shaymin or Arceus, but none of these are avaliable in any part of the game without events.
