First of all have a pichu and it's at lvl 35 shouldnt it have evolved by now? Or is it a higher level to evolve it at?

Well Pichu is a part of a distinct group of Pokemon that evolve by there friendship LV!
The level of your pichu does not matter. What matters is that it has immense friendship with you.
You have to give it a soothe bell or a lucky egg to get it's sfriendship up and then in battle it should evolve
Give it lots of vitamins such as protein until it wont have any effect. When this happens, level it up a couple times and it should evolve. If not, jusst give it a massage or two and level it up.
