You have to have friends added in Game center for Neighbors to show up in Sims: Freeplay. After you have neighbors, go to the highest level neighbor you have, and go to each house they have and look for a soccer net or Soccer Ball, and when you find one tap on it and make the sim do the command the Mission asks you to do. If you cannot find a net or ball in that neighbor's town, go to the next neighbor you have.
