How do you practice auctioneering at a neighbors podium?

Make sure you know what to look for by buying your own auctioneering stand at the Hobby store.
To visit your Neighbors town click on the globe and select a friend in the list to visit. Then select a sim to send. Visit the different Houses and look for an auctioneering stand. When you find it take your sim there to complete the task (3 h task).
If you are low on friends new one can be found in this forum
