Where are the Engagement rings?

You can only purchase an engagement ring when a couple is able to get engaged (at partner level, keep being romantic until the option to get engaged shows up). When you interact with your partner, one of the options is "Get engaged". If you choose that option, you will be given rings to choose from to propose.

No you have to be on level 16and you have to be partners

First you have to unlock the "Get Engaged" to unlock the propose marriage option. Then after any couple becomes "partners" you have to max the purple bar all the way. Then the option should appear.

I've tried woohooing forty times and I'm past level 16. What should in do now?

This is the answer guys. You have to keep competing goals until your goal is "propose marriage" then you will be able to get engaged. Just keep completing your goals and shortly it will appear!

I am at level 19. My goal is now grow a baby into a toddler, but in order to do that my sims have to be married and before that they have to be engaged. I can't get them to the point where they can get engaged.

I've already had 2 sims get married but now the only ring option is the 10lp one. Why are the others locked?

You can be in any level but you need to keep being romantic and dancing and kissing so when you get to the partner level then you can choose propose marriage. Click on it and a list of rings will come up you need to buy one. You can do things like gardening and selling items that you don't need and things like that to get enough money for them.

The most expensive ring is the only one available. Is this their way of trying to scam me into buying into their game?!

You need to make them do the romance action over and over then it will say in your action board ask to move in then you have got to go to the other sims house then finally ask to move in then it will give you a perk then your SIM will be at your other sims house!!! Then go to your action board and what worked with me is the second ring but don't ever try it more than once because it will not work trust me it dose not work.I tried the first ring many times but then it didn't work so there's my answer.
