Damion will meet you outside the Gym, and tell you to join him at the library. Rest your Pokemon at the Pokemon Center, save and proceed to the third floor of the library. Prof. Rowan and Lucas will be there too. When you regain control after the explosion, go for the exit. Outside, fly to Pastoria City and continue on foot to Lake Valor.
