As referenced on the last job, this is a Pilar mission. Basically, she has discovered that Vilanova has been cheating on her with at least four other people. One of these photos implicates Councillor Peralta, so we really could use the photos. All we have to do is take care of Vilanova and his whores, and we can have them. The plan is to place a trap for him using his limo.

First, go and pick up the limo, then drive to collect Peralta and his whore. You then have to drive to pick up the other three women in the photos. You have to make sure Vilanova or his women don't get scared by your driving, which is quite difficult considering how hard the limo is to drive, so keep your speed down to make sure they're happy.

Once you have collected the three other women, you need to take them to the relatively secluded spot in the jungle marked on your map. The game will automatically get you out of the limo and you can just step back a few meters, then blow it up with the RPG you have handily been equipped with. That will end the mission as Pilar hands over the photos and reveals that she is planning to become head of the novela studio.
