Angel wants proof that Marcelo and Victor plotted against Andreas, which ended in his death. Once we have that, we can kill him. Victor's under investigation and Larissa thinks we should check out the park where he has been under surveillance. Head there first. Once you reach the waypoint, you will be instructed to steal the surveillance van. As soon as you set foot in the park area, dozens of police will be alerted to your presence.

The best tactic is to drive as close as you can to the surveillance van, then get out and clear the immediate area. If you get in the van straight away, the police may well blow it up, so you need to be wary. Once in the van, you need to lose the cops, so collect police shields or follow your favourite method for getting rid of the heat.

After that, you need to head to the indicated area on the coast to park the van and watch the surveillance footage. Essentially, it shows Ana and Marcelo talking about how Angel is suspicious about them. Ana mentions how Marcelo failed in his attempt to kill Angel before. When they faked Ana's death in the car bomb, it meant the Syndicate would stop looking for her. All this information means that you now know who to take revenge on.

Once the cut scene is finished you can drive the van into the sea to ditch it, then you need to head to Larissa's nearby to tell her what you've learned.
