It's a sidequest. Did you defeat mithos yet on derris kharlan? If your not even close then you cannot start side quests. There are boxes sealed with power. You find those boxes and unlock them. HINT there is 2 positive ones I found : earth temple and on the things where you use the sorcer ring to float and flowers use wind power on you. Canyon something.

Right when you enter flanoir look for a guy sittin on a stoop it's abyssion talk to him to get the dark ness weapon niblehem and the key to darkness
Lloyd: talk to abyssion
Collette: look at crushed remains of a Bacura in the mine
Raine:after 8 are collected go talk to Koton
Genis: to go altamira at night and talk to a guy on the bridge leading to the theatre near the casino
Everyone elses: chests in certain areas that say "sealed with powerful magic" when you try to open them
