The mine is found on the large continent to the south and east of Meltokio on your Tethe'alla world map. Go to the south side about midway along the coast until you find a dock, next to a sharp horseshoe bay. Head north along the coast and you'll see the entrance at the head of the bay.

You can't open the box until you've obtained the Evil Eye in the Toize Valley mine AND met with Abyssion in Flanoir, which will not be for some time yet.
