I am not quite sure, but I could guess that you need to beat the game, then new options should be accessible. Try it out, and if it doesn't work, well, sorry.

After talking to Seles at the Abbey go to the Colleseum and then you can sign up. Peace Out Tales of Symphonia Maniacs!

The Grim Reaper answered:

This is the way that I did it and it worked, all you do is beat that Dark Dragon that guards the door to the final battle with Mithos, DO NOT GO IN YET, I repeat DON'T GO IN YET, there are alot of stuff to do before ending the game like the hot springs and swimsuit scenes (see a faq or walkthrough for details).

Anyway instead of going to fight mithos in the final battle instead get out of Dheris-Karlan and then go to Meltiko and you can now battle in the arena (you can get very good titles, weapons, equipment and items, also if you get to advanced in group battles you get to see a cameo from characters in another tales game, youll battle them and their the 2nd hardest battle in the game so be atleast level 70.

Also look at faq or walkthrough for all the scenes you can get before ending the game) So Says The Master Of Death: The Grim Reaper
