What you need to do is you need to get 30 notes and upgrade your house to a level 3. When you do the mayor will come and tell you about a blue bird. Beat the mini game get the feather and show alex the feather and he (should) will say yes for note location go to walkthroughs. And note location it is very accreate sorry for the delay of answering your question.

You need 30 notes and a lvl 3 house AND a large bed. When you have all that, the mayor will say he saw a bluejay on Mt. Moon. The you have to climb the moutain, get the blue feather, (you'll also get the blue jay note of whatever)and give it to alex.
