Well Basil only leaves when it is winter he will come back in spring.He leaves because there aren't any plants in the snow so he comes back in spring where there are a lot of plants
Basil comes to your town after you ship an assortment of herbs and flowers. You visit the lake cave which is near the blacksmiths or woodys workshop. There will be a scene clip introducing him to you. He loves red herbs and likes all other herbs and flowers. He will leave on the first day of winter and be back on the first day of spring
