What if the rocket scientist isn't there?

Hi there.
When asking a question, try to be as specific and detailed as you can. It helps us to understand what exactly you are asking and where you are in the game; Thus, helping us to answer your question more accurately.

In this case, I don't know where exactly "There" is.
I'm also assuming that by "Rocket Scientist" you mean Gideon, the one you meet on your quest to find the Sapphire gem for Celio

The only places I can think you could be talking about are:

Dotted Hole (Exterior )
If you do not encounter the Scientist at the front door, then that is good. Use cut on the door and proceed inside.

Dotted Hole (Interior )
Once you are inside of the cave, you will not encounter the Scientist again until after you reach the Sapphire. Walk up to the gem and press A. Gideon will drop in and take it from you.

Rocket Warehouse
After you complete the maze and make it to the next part of the warehouse, you should once again encounter Gideon in the room right beyond the warps you saw as your first entered.
