HM03 (Surf) can be obtained from the man in the building at the very end of the Safari Zone.

To enter the second gym, you need to have HMcut which you will recive from the captain of SS anne after giving him a massage.teach it to a meowth which can be captured on the way to vermillion or teach it to farfetch'd which can be traded for a fearow in a house north of the gym. This is a realy foolish option because fearow is really stronger than farfecth'd so better use a meowth. As for getting past the two lasers, you have to go and click A button near every dustbin. Once you find a dustbin with a button to deactivate the first laser the second button is in a adjecent bin. If you find the wrong second bin, the first laser will get activated again and you will have to find the first button again. The position of the buttons are totaly random for every game so it's up to you.
As for defeating the gym, just capture a diglett or dugtrio from diglett's cave near the city and keep using dig. I defeated the gym with just my venusaur but it was indeed close so a diglett will be better.
