I defeated elite four then how can I go to 4 to 7 islands

Go to one island and talk to celio he will give you A quest to find 2 gem that is ruby and saphire that will make you go to 4 - 7 island...I defeated trice the elite 4 and I have 171 Pokemon in my national dex but it so hard to complete them all how can I find all Pokemon in fire red/leaf green? Pls.. Ans me if you read my ans to you... Thanks^^,

To get to 4 - 7 island, you need to have caught or owned 60 pokemon. Then, talk to prof. Oak in Pallet Town to get National Dex. Afterwards, go to one island to talk to Bill. He says he is looking for the gemstone ruby and needs you to look for it. To get it:
1. Go up to Mt. Ember
2. From the entrance go to your right and you'll see two grunts. They have opened a hole in the wall.
3. They say the first password to the hidout on the sevii islands. Defeat them both to continue through the tunnel.
4. Move the boulders with strength to reach the ruby.
5. Return it to Bill and then he asks you to get the saphire on the sevii islands. Say yes to getting it for him and he will give you the Rainbow Pass.
6. Use it to explore the other islands.
