Im not sure what you are asking.

If you are asking how to get into the gym:

You will first need to defeat the Rocket Leader, Giovanni, in Silph Co office Building located in Saffron City.
It is located in the center of the City, but if you see another guard there, you will first have to defeat the rockets in their hideout, in Celedon City.
It is under the game corner. to unlock it, Go into the game corner and talk to the shady guy guarding the poster on the northern wall. You will have to battle and defeat him. Then, press A while facing the poster, press the hidden button, and enter the stairs that pop up in the Upper-Right hand corner of the building. Fight your way through to the end, defeating all the rockets.
Then return to Saffron and he will be moved from in front of the building.
Enter and find the card key, located on the 5th floor. use it to unlock the door on the top floor and defeat the boss of Team Rocket.
Then, when you return to Saffron, the Man Guarding the Gym will Be gone.

If you are asking how to get into the city, you will need to visit Celedon City, and go in the tall building next to the Pokemon Center.
Talk to the old lady on the first floor and she will give you some Tea.
Return to any of the guards, and give them the tea. they will let you through.
Then, to get into the gym, Follow the steps above these.
