8. Kyogre -- Water Type

The Water-Type Legendary Kyogre stands out among Legendary thanks to its ability to expand the ocean, and there is of course the matter of its rivalry with Groudon, its counterpart that expands land masses -- major elements in Pokemon Ruby, Sapphire, and Emerald, which serve to make it all the more accessible as a result.

This massive whale-like Legendary is also part of a Legendary Trio made up of itself, Groudon, and Rayquaza -- the three Legendary who are called the Weather Trio.

Thanks to its stats and abilities, Kyogre is widely considered to be among the more powerful of the Legendary and is certainly widely held as a foundaation member for building a team. High stats and balanced Offensive and Defensive abilities makes it a natural choice for the Water Type slot when building a team, which explains why it is so commonly seen among Legendary battlers. Factor in its boosts in power due to the automatic rain (something that can actually help other team members as well) and you get a formidable battler as long as you know when not to use them.

Naturally enough though there are a few blind spots for this Legendary, particularly its weakness to combined Physical / Electric attacks, and a general weakness versus type, but even so it remains the most powerful Water Type of choice.

Kyogre is obtainable in Sapphire, Emerald, and HeartGold through normal means, making it very accessible and, thanks to the mini-game system for moving Pokemon from a previous generation to the next, remains accessible to any player with a wide collection of games.
