9. Virizion -- Grass / Fighting Type
Along with Cobalion, Terrakion and Keldeo, Virizion is a member of the Swords of Justice -- the most attractive and debonair group to be sure!
A dual-type Grass/Fighting Legendary Pokemon, its form is generally said to be that of a deer-type Pokemon, though by its movement it appears to be more like an antelope than a deer...
The primary element behind its selection for the Top 10 Legendary list is its dual-class -- which is Grass / Fighting -- because being a Grass Type allows Virizion to easily defeat the major threat to the Fighting-Type -- Slowbro and its ilk -- by making very effective use of both Giga Drain and Leaf Blade.
The fact that it also boasts a solid mix of offensive stats (90 each) complimented by its boosting moves (Calm Mind and Swords Dance) all combined, makes Virizion an incredibly powerful combination of utility sweeper -- having both speed and physical presence in that respect.It should be noted though that, as with all other Pokemon, Virizion has its weaknesses as well: Flying-Type enjoy a decided advantage vs it, and it is weak to direct physical attacks due to its relatively low Base Defense Stat.
That said while it is no tank it is a very effective sword when it is used properly, and a very accessible Legendary thanks to its common presence, which combined with its unique type-combo made it an obvious choice for the list.

1. Jigglypuff
No other pokemon is needed. Jigglypuff uses sing, everyone is asleep, Jigglypuff plants the bombs on the pokemon, BOOM! No more pokemon left to fight, you black out and end up at the poke-center where you belong cause you just got blown up by Jigglypuff again Jigglypuff is out to kill and nothing is going to stop it. Don't try to run, its not worth it. Give into the chaos, join Jigglypuff and it might spare your life. There is no stopping Jigglypuff.
Hands down Jigglypuff is the best legendary pokemon and overall best pokemon in the universe and your party of 6 and all the slots in your pokemon PC should be filled with Jigglypuff.

There are a ton of non-legendaries that can fight with the big boys (e.g. Mega Blaziken, Greninja, etc) but these are the top stat totals (as opposed to their actual usage).

I had a question, why it must be mew, so I think the tops is rayquaza bacause he was a dragon type and dragon type is the strongest one type, but also the ice type like regice is had a critical attack to dragon type but regice just on 40 levels and rayquaza was 70 levels, that why I saying so.
Mewtwo is the most powerful pokemon he is far better than arceus and mew

Its kind of, well… stupid, to not put Rayquaza on here and have Kyogre. He stopped a fight between Kyogre and Groundon. Kyogre fears Rayquaza. That should prove Rayquaza is stronger than Kyogre.

1) Send in Atk. Forme Deoxys
2) Use Psyhco Boost
3) Deoxys gets killed due to sucky defenses
4) Send in next Pokemon(any)
5) Use an offensive move
6) Say goodbye to the "god" pokemon
